Scenario 

CBI Director Jonathan Miller is visiting a mosque in Fairfax, VA. Ten years ago, two young men from this mosque began to follow the online propaganda of Anwar al Awlaki and became radicalized over the course of several months. Inspired by extremist ideology, they planned to attack a popular concert hall. Their plans became known to an undercover agent, and the two men were arrested as part of a sting operation in 2015. There are some members of the mosque who welcomed the arrest, and others who do not trust law enforcement and fear their community will be targeted for their beliefs. In recent weeks, the mosque has been vandalized on three different occasions. The CBI is investigating these attacks and the director would like to visit the mosque to build community relations and increase trust between law enforcement and citizens. Press coverage is expected to be considerable.
